Suggest, advise, recommend

The verbs suggest, advice, recommend - exhortative verbs - take the construction + that + subjunctive. The subjunctive, which only Americans really use in this case, is the same as the present indicative except in the third person, where it distinguishes itself by dropping the "s".

Therefore, we say "I suggest (that) he go" as opposed to "I suggest (that)  he goes". We certainly do NOT say "I suggest him to go" NOR "I suggest that he to go."

The British prefer to use "should" instead of the "American subjunctive". So they would write: "I suggest (that) he should go".
